بعد الاطلاع على المعاملة الواردة من ديوان رئاسة مجلس الوزراء برقم

السمو الملكي وزير الخارجية رقم ١/٢٠٣٨٩/٦٨٩/٣٣/٩٦ وتاريخ
١٤٢٣/٢/١هـ ، ومشفوعها مشروع اتفاقية عامة للتعاون في اتلجالات
الاقتصادية والتجارية والاستثمارية والعلمية والفنية والثقافية والشباب
والرياضة بين حكومة المملكة العربية السعودية وحكومة بجههورية
الأوروجواي الشرقية التي وقعت في مدينة الرياض بتاريخ ١٤٢٣/٢/٩ف.
وبعد الاطلاع على اتلخضرين رقم (١٤٧) وتاريخ ٤/٢٢ /١٤٢٣ ه،

المادة الرابعة
١ . يعمل الطرفان المتعاقدان ، طبقا للأنظمة الداخلية في كل منهما ، على تشجيع وتسهيل
استثمارات مواطنيهما أو شركاتيما بحرية تامة في المجالات كافة فيما عدا المجالات
الممنوعة على مواطني الدولة المضيفة أو المقصورة عليهم.
٢. يكفل الطرفان المتعاقدان فى أراضيهما حماية عادلة وتامة لرؤوس الأمو ال والاستثمارات
التابعة ليما ولمواطنيهما بما في ذلك حرية التحويل لرؤوس الأموال والأرباح ، وأن
يحصل المستثمر على تعوبض عادل وعاجل عما يصيبه من ضرر نتيجة الإخلال بما
ورد في هذه المادة .
٣. يشجع الطرفان المتعاقدان قيام مشروعات استثمارية مشتركة ضمن قوانين الاستثمار
والأنظمة المرعية في كلا البلدين،
المادة الخامسة
يعمل الطرفان المتعاقدان طى تشجيع تبادل زيارات الممثلين والوفود الاقتصادية أو التجارية
المشاركة في

٢. التعاون في المجال التقافي من خلال تبادل الزيارات والبرامج بين المؤسسات والجمعيات
الثقافية ، والاشتراك في المؤتمرات والمهرجانات والمعارض الثقافية التي تقام فى كلا
البلدين ، وتبادل الوثائق والمواد السمعية والبصرية والمكتبية وتبادل عرض الأفلام
الو ثائقية والإعلامية عن البلدين .
٣. التعاون في مجال الشباب والرياضة من خلال تنسيق المواقف في المحافل الدولية وتبدل
البرامج بين المؤسسات والجمعيات والاتحادات الرياضية والشبابية وكذلك تبادل الزيارات
الشباب والرياضة .

المادة السابعة
يشكل الطرفان المتعاقدان لجنة مشتركة تجتمع بالتناوب في كلا البلدين عند الحاجة لمتابعة

المادة الثامنة

يشجع الطرفان المتعاقدان على إبرام اتفاقيات مستقلة في ميادين محددة ذات اهتمام مشتر
المادة التاسعة
فقط للغرض الخصصة له
المعلومات المتبادلة بين الطرفين المتعاقدين يجب أن تستخدم
بأتفاق الطرفين ، ولا يمكن نقلها الى طرف ثالث من دون موافقة خطية من الأطراف
المتعاقدة بهذا الخصوص
المادة العاشرة
١. يبدأ العمل بهذه الإتفاقية وتعد نافذة المفعول ابتداء من تاريخ تبادل وثائق التصديق عليها
طبقا للأنظمة المعمول بها في كلا البلدين.
٢. مدة هذه الإتفاقية خمس مسنوات تتجدد تلقائيا لفترات متتالية مدة كل منها سنة واحدة ما لم
يخطر أحد الطرفين المتعاقدين الطرف المتعاقد الآخر بر غبته كتابيا في إنهاء العمل بها
قبل إنتهاء مدة النفاذ بستة أشهر على الأقل ،
٣. في حالة إنهاء هذه الإتفاقية تستمر أحكامها نافذة المفعول بالنسبة للبرامج أو المشووعات
أو الاتفاقيات التي تمت فى ظلها أو التعاقدات والالتزامات المترتبة عليها والتي لم يتم
الإنتهاء من إنجازها عند إنتهاء العمل بها أو الحقوق التي نشات في فظلها ولم تتم تسوبتها
بعد وفقا لأحكامها ، وكذلك بالنسة لتصفية المراكز والمستحقات المالية الجارية قبل إنياء
العمل، بالاتفاقية سواء تعلقت حميعا بالحكو مات أو الأشخاص، الطبيعتين أء الأعتتار ينن.
